In 2006, the French departement decided to launch an original reflection on a society project for Orne in 2015. Two working groups were launched, one political, uniting the Presidents of Commissions, the other administrative, uniting the principal directors of the departmental administration. Evaluation, diagnosis and foresight were combined to give rise to a future vision, strongly supported by the elected officials with whom an in-depth work was undertaken (individual meetings, monthly meeting, etc).

The Nord-Pas De Calais Regional Council launched the development of its STRADT (schéma régional d’aménagement et de développement durable du territoire) Master plan in November 2001. The council chose to implement a participative foresight approach to construct the desired shared futures for 2020. Until 2003, proGective was responsable, for managing the overall process. As such, we drafted the general methodology and the detailed architecture of the exercise and we advised the project team on aspects concerning the organization of and coordination between the various speakers: informational base, marketing, contents. With regard to the working groups, we supervised the definition of their mandate and assisted them, with both the contents and the method of the plan. In parallel, we were required to carry out intermediate syntheses, and a final synthesis or ‘Foresight report’.

In 1998, the decision was made to launch a new regional foresight exercise. The stakes are high: it must be done as well as the “Limousin 2007" exercise, which is a model of the genre and adapt the exercise to developments which have taken place since. proGective won the government contract and was entrusted with technical assistance for the whole exercise. For this reason, we developed a detailed architecture for the overall exercise, by developing new designs. We worked on the structure of the information base. We advised the project manager on all aspects relating to the approach (communication, organization, contents, etc). With regard to the working groups, we proposed the definition of their mandate and assisted them with the contents and method of the plan. In parallel we were called upon to produce two studies which informed the thinking behind the Limousin 2017 exercise.

Millénaire 3 / [Preparatory Study for the Council of Development]

[Following our work on governance with one of the Millennium 3 groups and on the Lyonnais territory project with the major institutions, the Foresight and Urban Strategy Mission of Lyon Metropolitan Area appointed proGective to collaborate with them on the concept of "consultation". The shape of the metropolitan council swiftly took shape, along similar lines to those of the Strategic Councils of different European metropolitan areas like Barcelona, Bilbao or Leeds. Following the approval of the “Law Voynet” in June 1999, the metropolitan council was obliged to become a Development Council and adapt to the new legislative framework. In close cooperation with the Lyon team, proGective’s work consisted of developing operating procedures, and the composition and organization of the Council which was to be launched by September 2000.]

[To identify and not repeat the mistakes committed during the previous foresight exercice, the Regional Council decided in spring 1998 to launch an audit of local actors "(method registred by proGective). The audit allows us to identify strengths and weaknesses of "Limousin 2007", particularly with regard to the transition from reflection to action, and hear a number of "wise men" who participated. Several recommendations on the substance and form of the next exercise, mostly strategic in nature, are formulated. The design of Limousin in 2017 will reflect it.]

Faced with the challenge of responding to economic, social and environmental changes, which take shape on a Swiss and European scale, the new PDCN must give priority to new strategic methods and integrate sustainable development and consultation requirements. proGective was chosen to lead this mission from 2003 to 2005 and was associated with Daniel CHARLOU of Nouveaux Territoires for the consultation phase.

En 2001, Aéroports de Paris a souhaité faire le point sur son action en matière de concertation territoriale, et sur la perception de cette action par les acteurs locaux environnant l'aéroport de Roissy-CDG. Le principal objectif de sa commande était de relever - auprès des acteurs publics du territoire- les éléments susceptibles d'alimenter à la fois un bilan de l'inscription d'ADP sur son territoire à travers les processus de concertation et la préparation d'une future "stratégie de concertation territoriale". proGective a été sélectionné pour apporter des réponses à ces questionnements. Notre mission s'est déroulée en 2 temps, sur la base de la méthodologie que nous avons élaborée : un travail d'expression des représentations des acteurs locaux (comment ceux-ci vivent-ils, se représentent-ils, leur relation avec ADP en matière de concertation ?) ; une confrontation entre ces représentations et celle d'un groupe de travail interne à ADP, pour aboutir à des recommandations opérationnelles.
