RTD Foresight

Research and innovation policies are based on (implicit or explicit) visions of the future of science, technology and society. Therefore open coordination applies also to these visions. This is why cooperation in Foresight is called for in the European Research Area.

By setting up a "European Science and Technology Foresight Knowledge Sharing Platform" we aim to develop a coherent supportive framework at the European level to provide use and optimum benefit of Foresight, and to identify and mobilise all relevant actors (at every governance level). Two web sites materialise the layers of Monitoring Foresight Activities (European Foresight Monitoring Network - www.efmn.info and Support to Mutual Learning (FOR-LEARN project - http://forlearn.jrc.es)

The European Science and Technology Observatory (ESTO) is a network of European organisations that assist, inform and alert the institutes of the European Community of scientific or technological breakthroughs, trends and events of potential environmental and/or socio-economic importance, which may call for action at a European decision-making level.

Since the mid-1990s, Foresight has become increasingly prominent as a tool for informing policymaking.

It is being used in a widening range of areas (from an initial focus on science and technology policies) and by a widening range of organisations.

The FORESIGHT for TRANSPORT project is using the foresight method to analyse and assess how mobility and transport is influenced by developments or policies which are non-transport specific. The following five areas are under investigation: decision-making in the context of multi-level governance; energy and environment; enlargement; the information society and advanced communication technologies; and time politics.
